Tortilla Lady was started in 1999 by Pam Kline. She began the business in her kitchen making tortillas for friends who loved her grandmother’s Sonoran tortilla recipe. In time, she became known as the “Tortilla Lady” and the name stuck. She expanded the business and began to wholesale tortillas to the local grocery stores with great success. The tortillas became so popular she rented a storefront on 4th Street where the shop remains today.

In 2007, Phebe & Robb noticed the business was for sale and decided to purchase it. Having been fans of Tortilla Lady for many years, it was exciting to take over such a popular and well-known business and to become more involved the community of Flagstaff.

Robb & Phebe have been Flagstaff residents for the past 10 years. Robb moved to Arizona from Chicago where he was a firefighter/paramedic and Phebe came from Cleveland, where she was a mental health social worker.  Robb worked for the US Forest Service, in Flagstaff, prior to becoming a realtor at Russ Lyon Sotheby’s International Realty. Phebe was employed at The Guidance Center as the Director of Child & Family Services prior operating the Tortilla Lady.

They both continue to be involved in the community and believe that being a part of Flagstaff is important. Robb is Vice President of the Board of Grand Canyon Youth, an organization that provides river trips for youth. Phebe is on the Board of Flagstaff Shelter Services which provides shelter and case management services for homeless men and women in our community.

Both Phebe & Robb enjoy being outdoors, hiking with the dogs, travel and walking around downtown catching up with friends.

We are proud to provide tortillas that contain only four ingredients and no preservatives. Just fresh, delicious, warm tortillas handmade everyday.
